Acceptable Use Policy1

The Seneca R-7 School District provides access for students, teachers, staff, and other adults to state-of-the-art computer technology and access to the Internet, a network of networks.  The purpose of NSFNET (the backbone network to the Internet) is to support research and education in and among academic institutions in the U.S. by providing access to unique resources and the opportunity for collaborative work.  The use of your account must be in support of education and research and consistent with the educational objectives of the Seneca R-7 School District and the MOREnet acceptable use policy.

 

The district computer systems may be a stand-alone or attached to instructional computer networks.  All users must share the responsibility for seeing that the district computer facilities are used in an effective, efficient, ethical and lawful manner.

 

A student will be issued a network userID and a password at the high school and middle school after this policy is returned with the required signature.  Only those students with this document on file at these two buildings will be allowed to use the network.  Once a student receives a network userID to access the district computer network and the Internet, they are solely responsible for the actions taken with the userID.

 

Elementary school students are not issued userIDs or passwords but will be permitted to access the network with direct adult supervision.

 

It is a privilege to use the equipment and to have access to the Internet.  This privilege carries with it a number of responsibilities.  Therefore, all users must agree they will comply with these policies.  These include (but are not limited to) the following:

 

SECTION I: GENERAL COMPUTING POLICY

 

*    User will keep their userID and password private and protected.  Sharing your userID and password with any other person is prohibited.  In the event that you do share your userID and password with another person, you will be solely responsible for the actions that other person appropriated.

*    User agrees to have password changed if there is reason to believe someone else has access to their password.

*    Student user will not access chat rooms, newsgroups, or utilize instant messenger systems (i.e. Yahoo Messenger, etc.)

*    User will use only Aschool-appropriate@ language, pictures, text, and other data on the district computer system(s) or Internet.

*    User of the network will not purposely obtain, create, view, download or otherwise gain access to objectionable materials (i.e., obscene, pornographic, child pornography, Aharmful to minors@, or otherwise inappropriate for educational uses.)1

*    User will not delete, examine, copy, or modify files and/or data belonging to other users.

*    User accepts the level of access provided and understands that attempting to increase the level of access to which the user is not authorized shall be regarded as a malicious act.

*    User shall not use school resources to engage in Ahacking@ or attempts to otherwise compromise system security.

*    User shall not engage in any illegal activities on the Internet.

SECTION I: GENERAL COMPUTING POLICY, continued

 

        *     User will not violate software copyright laws by (1) placing software (this includes downloading shareware games, demos, and/or mp3 music files from the Internet) on district computer system(s) for which the Seneca R-7 School District has not purchased the software license and (2) copying software from the District network for personal use that has been licensed to the Seneca R-7 School District.

*      User realizes the Seneca R-7 School District reserves the right to any material stored in files on the network and will edit or remove any material which the staff believes may be objectionable.

*      User will understand intentional attempts to Acrash@, or disrupt, or alter the normal performance of network system(s) or program(s) are punishable disciplinary offenses.

*      User will agree that the computer systems are set up by the network system administrator and are not to be altered in any way by any user.

*      User will not reveal personal address or phone numbers of students or colleagues.

*      User will refrain from using the facilities and/or services for commercial purposes.

*      Seneca R-7 School District staff will monitor students= use of the Internet, through either direct supervision, or by monitoring Internet use history, to ensure enforcement of the policy.

*      Rules and regulations of system usage will be reviewed from time to time by the network administrators and users of the network are subject to these rules and regulations.

*      User shall not use “proxies” or otherwise attempt to bypass the Internet Content Filter.

 

SECTION II: ELECTRONIC MAIL (E-Mail)

 

Whenever you send electronic mail, your name and userID are included in each mail message.  You are responsible for all electronic mail originating from your userID.  Therefore:

 

*      Student user will refrain from using any free email account accessible through the Internet (i.e. Hotmail, etc.)

*      Forgery (or attempted forgery) of electronic mail messages is prohibited and subject to penalty under the law.

*      Attempts to read, delete, copy, or modify the electronic mail of other users are prohibited.

*      Students, teachers, staff, and other adults should not reveal personal addresses, credit card numbers, or phone numbers on the Internet or through E-Mail.

*      Sending harassing, obscene and/or other threatening E-Mail to another user is prohibited.

*      Sending unsolicited junk mail, Afor profit@ messages, Achain letters@, or Abroadcast@ messages to lists or individuals and any other types of use which would cause congestion of the networks or otherwise interfere with the work of others are prohibited.

*      User repeatedly sending the same message to another user(s) is prohibited.

*      Students are prohibited from subscribing to listserves because of the limitation of storage on the file server.

*      Users shall not forward email messages without the express permission of the message originator.

*      District e-mail system is not to be used for idle talk for the purpose of sending information contrary to the

        district’s mission, vision and goals or statements which might damage one’s character.

*      All email communications will be recorded and become the property of Seneca R-7 Schools and may be reviewed when necessary.

 

SECTION III: ADULT EXPECTATIONS IN USE OF THE INTERNET

 

*      Staff and/or adults shall not access material that is obscene or is child pornography.2

SECTION IV: ENFORCEMENT OF POLICY

 

*      Seneca R-7 School District uses a Internet protection measure that blocks or filters Internet access to Internet sites that are not in accordance with the policy of Seneca R-7 School District.

*      The Internet protection measure may be disabled by a Seneca R-7 School District network administrator for bona fide research purposes.

*      A teacher may request the Seneca R-7 School District network administrator to

a.   temporarily override the technology protection measure for a student to access a site with legitimate educational value that is wrongly blocked by the Internet protection measure.

b.   to permanently add a site to the district’s Internet allow list

c.   to permanently remove a site from the district’s Internet blocked list

 

The above request(s) must be submitted in writing or through email to the school=s network administrator.  These requests will normally be evaluated within 24 hours.

 

SECTION V: SUMMARY OF CONSEQUENCES FOR VIOLATION(S)

 

Violating any of the guidelines or prohibitions listed can result in:

 

*      Restricted network access.

*      Losing your network account.

        *      School disciplinary or legal action including, but not limited to, criminal prosecution under appropriate

        state and federal laws.
