complaint resolution procedure applies to all programs administered by the
Missouri Department of Elementary and Secondary Education under the No Child
Left <span class=3DGramE>Behind</span> Act (NCLB).</p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal><span style=3D'mso-tab-count:1'>&nbsp;&nbsp;&nbsp;&nbs=
p;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>A
complaint is a formal allegation that a specific federal or state law or
regulation has been violated, misapplied, or misinterpreted by school distr=
ict
personnel or by Department of Education personnel.</p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal><span style=3D'mso-tab-count:1'>&nbsp;&nbsp;&nbsp;&nbs=
p;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>Any
parent or guardian, surrogate parent, teacher, administrator, school board
member, or other person directly involved with an activity, program, or pro=
ject
operated under the general supervision of the Department may file a complai=
nt.
Such a complaint must be in writing and signed; it will provide specific
details of the situation and indicate the law or regulation that is alleged=
ly
being violated, misapplied, or misinterpreted.</p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal><span style=3D'mso-tab-count:1'>&nbsp;&nbsp;&nbsp;&nbs=
p;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>The
written, signed complaint must be filed and the resolution pursued in
accordance with local policy: <b style=3D'mso-bidi-font-weight:normal'>When=
 the <st1:place
w:st=3D"on"><st1:PlaceName w:st=3D"on">Ripley</st1:PlaceName> <st1:PlaceTyp=
e w:st=3D"on">County</st1:PlaceType>
 <st1:PlaceName w:st=3D"on">R-III</st1:PlaceName> <st1:PlaceType w:st=3D"on=
">School
  District</st1:PlaceType></st1:place> receives a verbal complaint from a
complainant who is dissatisfied with the decision of the school district, t=
he
complainant will be advised to file a written complaint with the school
district. <span style=3D'mso-spacerun:yes'>&nbsp;</span>The administration =
and
school board will together conduct a thorough review and investigate the
written complaint within a 60 day period. <span
style=3D'mso-spacerun:yes'>&nbsp;</span>Resolution of the complaint must be
complete within a 90 day period, after a written notice of the complaint was
filed with the school district. <span style=3D'mso-spacerun:yes'>&nbsp;</sp=
an>If
the complaint is not resolved to the satisfaction of the complainant, a wri=
tten
appeal may be made to the Department of Elementary and Secondary Education.=

persons directly affected by the actions of the Department may file a simil=

written complaint if they believe state or federal laws or regulations have
been violate, misapplied, or misinterpreted by the Department itself.</p>
