Introduction

It is the policy of the Manes School District to: (a) prevent user access over its computer network to, or transmission of, inappropriate material via Internet, electronic mail, or other forms of direct electronic communications; (b) prevent unauthorized access and other unlawful online activity; (c) prevent unauthorized online disclosure, use, or dissemination of personal identification information of minors; and (d) comply with the Children's Internet Protection Act [Pub. L. No. 106-554 and 47 USC 254(h)]. 

 

To the extent practical, steps shall be taken to promote the safety and security of users of the Manes School District online computer network when using electronic mail, chat room, instant messaging, and other forms of direct electronic communications.

 

Specifically Prohibited Internet Activities

Extensive use of Internet access for personal business is expressly prohibited.  Users shall not seek information on, obtain copies of, and modify files, other data, or passwords belonging to other users on the network.

 

No use of the Internet shall serve to disrupt the use of the network by others; hardware and/or software shall not be destroyed, modified, or abused in any way.

Malicious use to develop programs that harass other users or infiltrate a computer or computing system and/or damage the software components of a computer or computing system is prohibited.

 

Hate mail, chain letters, harassment, discriminatory remarks, pornographic references or graphics and other antisocial behaviors are prohibited.

 

The illegal installation of copyrighted software for use on District computers is prohibited.

 

No software may be installed which compromises network operational systems, which is inappropriate, or which is of questionable instructional value. 

 

No private or personal software may be installed on a District computer without the authorization of the technology director.

 

Access to Inappropriate Material

To the extent practical, technology protection measures (or "Internet filters") shall be used to block or filter Internet, or other forms of electronic communications access to inappropriate information.   

Specifically, as required by the Children's Internet Protection Act, blocking shall be applied to visual depictions of material deemed obscene or child pornography, or to any material deemed harmful to minors. 

Subject to staff supervision, technology protection measures may be disabled or, in the case of minors, minimized only for bona fide research or other lawful purposes.

Supervision and Monitoring

Electronic mail transmissions, Internet access and other uses of the Manes School District electronic communications systems by students and employees shall not be considered private property or confidential and may be monitored at any time.   

It shall be the responsibility of all members of the Manes School District staff to supervise and monitor usage of the online computer network and access to the Internet in accordance with this policy and the Children's Internet Protection Act. 

Procedures for the disabling or otherwise modifying any technology protection measures shall be the responsibility of the Manes School District Superintendent or designated representatives. 

Disciplinary Actions for Misuse of Access Privileges

The violations listed in Specifically Prohibited Internet Activities are not all-inclusive, but only are representative and illustrative. A user who commits an act of misconduct, which is not specifically listed, may also be subject to disciplinary action. In addition, if a student is receiving Special Education services, applicable State and Federal guidelines will be followed.  

Students found in violation of any of the above stated activities will be subject to one or more of the following disciplinary actions based upon the severity of the infraction.  Actions as deemed appropriate:

1. Teacher/Administrator conference with student.

2. Counseling provided on proper procedures to be followed before access to computers is permitted.

3. Teacher/Administrator conference with parent/guardian.

4. Behavioral contracts.

5. One or more days suspension from using all Manes R-5 computer equipment.

6. Confiscation of inappropriate item(s).

7. Restitution/restoration.

8. Denial of participation in class and/or school activities.

9. Banned from access to MORE net/Internet for up to 3 days or more.    

10. Suspension, Assignment to Alternative School, Expulsion. 

Adoption

The Board of the Manes School District adopted this Internet Safety Policy at a public meeting, following normal public notice, on October 13, 2003.
