Notice of Nondiscrimination

Applicants for admission and employment, students, parents of elementary and secondary school students, employees, sources of referral of applicants for admission and employment, and all unions or professional organizations holding collective bargaining agreements with Southern Boone County R-1 School District are hereby notified that this institution does not discriminate on the basis of race, color, national origin, sex, age, or handicap in admission or access to, or treatment or employment in its programs and activities. Any person having inquiries concerning Southern Boone County R-1 School District compliance with the regulations implementing Title VI, Title IX, or Section 504 is directed to the superintendent of Southern Boone County R-1 Schools, P.O. Box 168, 303 North Main Street, Ashland, MO 65010 (telephone 573-657-2147).

The superintendent will provide the name of the person designated by Southern Boone County R-1 School District to coordinate the institution’s efforts to comply with the regulations implementing Title VI, Title IX, and Section 504. Any person may also contact the Assistant Secretary for Civil Rights, U.S. Department of Education, regarding the institution’s compliance with the regulations implementing Title VI, Title IX, and Section 504.

Student Personal Information Policy

The Southern Boone County R-1 Public School District operates under the procedure of not making student information available unless permission is granted by parents, or as is provided in Section 438 of the Family Educational Rights and Privacy Act of 1974, as amended by S.J. Resolution 40; 20 U.S. Code 1232g. There is certain directory-type information that generally would not be considered harmful or an invasion of privacy if disclosed. The district designates the following as directory information:

Students in Pre-K through fifth grade: Student’s name; grade level; participation in school-based activities and sports; degrees, honors, and awards received; artwork or coursework displayed by the district; and photographs, videotapes, digital images, and recorded sound.

Sixth grade through twelfth grade: Student’s name; parent’s name; grade level; participation in school-based activities and sports; weight and height of members of athletic teams; degrees, honors, and awards received; artwork or coursework displayed by the district; and photographs, videotapes, digital images, and recorded sound.

In the event that parents do not wish the directory information released, they should immediately contact the assistant superintendent, Carolyn Deffenbaugh, at 657-2147, ext. 1208.


Military Opt-Out Procedure

The No Child Left Behind Act of 2001 (Section 9528) passed certain new requirements with respect to Armed Forces recruiter access to students and student recruiting information.

Duty to provide information to military recruiters: Unless the parent requests otherwise, the school district must provide, upon request by military recruiters, access to high school students’ names, addresses, and telephone listings.

Consent: The high school student (if 18 years old) or the parent of the student may request that the student’s name, address, and telephone listing not be released to military recruiters.

Access to students: Each district shall provide military recruiters the same access to high school students as it provides (in general) to higher education institutions, community colleges, and prospective employers.

If you do not want your child’s name, address, and telephone listing released to military recruiters, please complete the parent opt-out form available in the high school office. The form should be returned by September 3, 2009, to High School Office, Southern Boone County R-1 School District, 14502 Crump Lane, Ashland, MO 65010.


Residency Requirements

The Southern Boone County R-1 School District was established to serve the children residing within the boundaries of the school district. Subsection 2 in section 167.020, of the Revised Statutes of Missouri (RSMo), states that "a child is entitled to attend school where the child resides and is domiciled, and that "the domicile of the minor child shall be the domicile of the parent or court-appointed legal guardian..." 

How is residency in the school district determined?

Whoever is registering a student under the age of 18 must demonstrate that the student lives in the district and is domiciled there. The domicile of the student shall be that of the student’s parent, court-appointed legal guardian, or military guardian pursuant to a military guardianship. A letter granting power of attorney is not the same as a legal guardianship determined by a court. Schools typically require proof of residency at the time of enrollment but may request proof at any time.

Proof of residency may come in a number of forms. The district may ask the registrant to sign a statement or affidavit relating to residency, produce a lease or rent receipts or utility bills, or ask for a copy of an occupancy permit, where appropriate. A person registering a child who resides in the district but who is not living with a parent, military guardian, or court-appointed legal guardian, may request a waiver of proof of residency at the time of registration. The board of education must decide whether or not to grant a waiver.

What happens if the district finds out that a signed statement or affidavit of residence contains false information?

Anyone who knowingly falsifies a statement of residence is guilty of a class A misdemeanor. The district can require the child to leave the school and may file a civil action for the purposes of recovering the costs of school attendance.


Tobacco-Free Policy

Southern Boone County R-1 Schools is now a Tobacco Free district. Effective July 2006, our district voted to be tobacco free in all buildings and on all school grounds.
