The State of Missouri shall be divided into geographic service areas organized as District Associations. School counselors not employed in public school districts may join the MSCA District that covers their geographic location, with the exception of Kansas City and St. Louis City. Those school counselors located within the geographic boundaries of Kansas City may join Greater Kansas City District, and those within St. Louis City may join St. Louis Suburban District.
The Districts of the Missouri School Counselor Association, Inc. shall be the:

Central District shall consist of the counties of Bates, Benton, Carroll, Cass, Henry, Hickory, Johnson, Lafayette, Miller, Moniteau, Morgan,        Pettis, Saline and St.Clair, as well as the school districts of Lone Jack in Jackson County and Richmond in Ray County; with the exception of Belton, Pleasant Hill and Raymore-Peculiar in Cass County.

Greater Kansas City District shall consist of the school districts of Excelsior Springs, Kearney, Liberty, North Kansas City and Smithville in Clay County; Park Hill and Platte County R-III in Platte County; and Pleasant Hill and Belton, Raymore-Peculiar in Cass County; as well as Jackson County with the exception of Kansas City and Lone Jack

Jefferson County District shall consist of Jefferson County.

Kansas City District shall consist of the school district of Kansas City.

Mid-Missouri District shall consist of the counties of Audrain, Boone, Callaway, Cole, Cooper, Gasconade, Howard, Lincoln, Montgomery, Osage, Pike, and Warren.

Northeast District shall consist of the counties of Adair, Chariton, Clark, Knox, Lewis, Linn, Macon, Marion, Monroe, Putnam, Ralls, Randolph, Schuyler, Scotland, Shelby and Sullivan.

Northwest District shall consist of the counties of Andrew, Atchison, Buchanan, Caldwell, Clay, Clinton, Daviess, DeKalb, Gentry, Grundy, Harrison, Holt, Livingston, Mercer, Nodaway, Platte, Ray and Worth; with the exception of the school districts of Excelsior Springs, Kearney, Liberty, North Kansas City and Smithville in Clay County; Park Hill and Platte County R-III in Platte County; and Richmond in Ray County.

St. Louis City District shall consist of the school district of St. Louis.

St. Louis Suburban District shall consist of the counties of St. Charles and St. Louis.

South Central District shall consist of the counties of Crawford, Dent, Franklin, Maries, Phelps, Pulaski and the Iron County C-4 School District in Iron County.

Southeast District shall consist of the counties of Butler, Bollinger, Cape Girardeau, Carter, Dunklin, Iron, Madison, Mississippi, New Madrid, Pemiscot, Perry, Reynolds, Ripley, St. Francois, Ste. Genevieve, Scott, Stoddard, Washington, and Wayne, with the exception of Iron County C-4 School District in Iron County.

Southwest District shall consist of the counties of Barry, Barton, Camden, Cedar, Christian, Dade, Dallas, Douglas, Greene, Howell, Jasper, Laclede, Lawrence, Newton, McDonald, Oregon, Ozark, Polk, Shannon, Stone, Taney, Texas, Vernon, Webster and Wright.

A District Association’s requirements include:
A. Serving the professional needs of counselors in the area.
B. Developing and filing District bylaws that are not in conflict with the MSCA bylaws.
C. Having contiguous geographic boundaries containing a minimum of 50 individuals eligible for professional, regular or emeritus memberships.
D. Ensuring that memberships in any District Association shall not be contingent upon membership in any state educational organization.
E. Providing a way for the District Association to affiliate and function cooperatively with local and/or district educational organizations.
