MSCA Delegate Assembly

November 5, 2006

 

 

The registration of delegates took place “from 11:00 a.m. to 11:30 a.m.

 

President Charlie Holt called the meeting to order at 11:30.  Dianne Parr made a motion to accept the agenda.  Rita Johnson seconded.  The motion passed unanimously.

 

Sherris Hane reported 84 delegates and 3 guests in attendance.

 

Secretary’s Report:  Charlie Holt stated that minutes from the 2005 delegate assembly had been mailed to delegates.  Suzie Williams made a motion to accept the minutes as written.  Cindy Collins seconded.  The motion carried unanimously.

 

Treasurer’s Report:  Linda Gillman presented a PowerPoint explaining the details of the finances of MSCA.  We have a fund balance of $169,237.64.  Dianne Parr made a motion to accept the treasurer’s report.  Julie Register seconded.  The motion carried unanimously.

 

New Business:  Anne Cook and Linda Lueckenhoff discussed the proposed changes to MSCA’s bylaws.  In Article IV, Section 1-C, delete “They must be employed as a professional school counselor, with the exception of Post-Secondary Vice-President.”  Replace this with, “The elected officers of MSCA must be employed as a professional school counselor, director of guidance, or counselor educator in the State of Missouri.”

 

In Article VIII, Section 2-D, delete “the school district of Kansas City,” and replace it with “schools within the geographic boundaries of Kansas City.”  Article VIII, Section    2-H, delete “the school district of St. Louis,” and replace it with “schools within the geographic boundaries of St. Louis.

 

In Article IX, Section 1-L, add “/diversity” after all “human rights.”  This entire section should read, “Human Rights/Diversity Committee – shall coordinate human rights, diversity concerns of MSCA, bring awareness to MSCA of human rights/diversity issues being neglected, act as human rights/diversity advocates and develop necessary programs, strategies, position papers, and materials on human rights/diversity issues.”

 

George Sesser made a motion to accept all the changes suggested in the bylaws.  Karen Kramers seconded.  The motion carried unanimously.

 

Dorothy Silvey made a motion to adjourn the meeting.  It was seconded by Jennifer Younkins.  The motion carried.  The Delegate Assembly was adjourned by President Charlie Holt at 12:00 noon.

PRESIDENT’S ANNUAL REPORT

Charles Holt

 

 

Goal I:  To coordinate MSCA goals with Missouri State education goals, my committee will or as an MSCA Officer, I will:

 

Strategy:  N/A

 

Goal II:  To advocate the contributions of the profession of school counseling, my committee will or as an MSCA Officer, I will:

 

Strategy:  invite educational leaders to attend appropriate meetings and conferences; continue to establish liaison with DESE and other professional associations; train district presidents to work with district leaders of other professional educational groups; continue to support and participate with MOACTE; attend the ASCA Leadership Development Institute and the Advocacy and Public Policy Institute (ASCA).

Goal III:  To provide professional development opportunities, my committee will or as an MSCA Officer, I will:

 

Strategy:  fulfill my duties in scheduling keynote speakers; aid in compiling the 2006 Fall Conference Program Book; facilitate the Delegates’ Assembly; communicate with the governing board on regular basis with pertinent information or progress; aid with the planning of the MSCA Spring Conference as needed; represent MSCA at the ASCA Annual Conference as a delegate from Missouri; meet with District Presidents at each MSCA Governing Board Meeting.

PAST PRESIDENT’S ANNUAL REPORT (Including BYLAWS, NOMINATIONS)

Strategy:  Communicate the role and programs of the professional school counselor by:

 

Action: 

1.      June 7, 2006:  I attended the Brainstorming session on PROBE Training sponsored by DESE at the University of Missouri in Columbia.  The purpose of this meeting was to give participants the opportunity to reflect on the PROBE Training process and offer feedback and suggestions.

2.      July 24-July 27—Attended the Missouri Association of Career and Technical Education (MOACTE) Summer Conference in Springfield, Mo.

·         Monday, July 24—attended the MOACTE Board of Directors Meeting

·         Tuesday, July 25—attended the MOACTE New Professional Reception and the Opening General Session, which featured Keynote speaker, Bryan Townsend

·         Missouri Association of Career Services (MACS), MSCA and Missouri Special Needs Association (MSNA) Division Sessions were held at the new and improved Oasis Inn, Springfield, Mo

o        Opening Session Keynote speaker was Dave Leedy—emphasized the nearly miraculous power within each of us to overcome the hardships and the handicaps that keep us from our goals. 

o        An excellent selection of Break Out Sessions were offered Wednesday

o        Closing Session Keynote speaker was Kim Ratz—discussed the skills needed to be a more productive and valuable worker, learner, or parent. 

·         Wednesday, July 26—Sandy White and I represented MSCA as Delegates at the MOACTE House of Delegates Meeting.

·         Thursday, July 27—Attended the Board of Directors Meeting

3.      November 6, 2006: as immediate Past-President, I hosted and participated in the

Past-Presidents Advisory Committee at the Fall Conference.

5.  March 4-7, 2007:  I attended the ASCA Advocacy and Public Policy Seminar in Washington, D.C.  Dr. Sharon Sevier (MSCA President-Elect), Carolyn Roof (Midwest Region Vice President) and I represented MSCA at the Public Policy Seminar.  We attended training and informational sessions in preparation for our visits to “The Hill” to advocate for the rights of children.  I participated in the following activities:

·         General Session #1:  Information was shared regarding:

o        No Child Left Behind:  Preparing for Reauthorization

o        Adequate Yearly Progress and Testing

o        Update from the Hill by Alice Cain, from the office of Representative Miller, Committee on Education and Labor.

·         General Session #2 and #3:  Information focused on:

o        Federally Authorized Programs, including the Elementary and Secondary School Counseling Program (ESSCP), Carl Perkins Grants, Safe Schools, Healthy Students Grants and GEAR UP.

·         General Session #4:  Information shared regarding:

o        Emerging issues affecting school counselors, such as Response to Intervention (RTI) Services and School Safety.

During our “Hill” visits we met with the Legislative Educational Aides of Senator Bond, Representative Emerson and Representative Akin and the Deputy Chief of Staff of Senator McCaskill.  We advocated for school counselors and children on the following issues:

·         Urged all Representatives to show support for the Elementary and Secondary School Counseling Program (ESSCP) by signing onto Representative Jim Langevin’s “Dear Colleague” letter requesting the House Appropriations Committee to provide $75 million for the program in fiscal year 2008, thus making monies available to both elementary and secondary schools to provide comprehensive school counseling services.  We also talked to Senator McCaskill regarding possibly staring a “Dear Colleague” letter on the Senate side supporting ESSCP.

·         Thanked legislators for Passing “National School Counseling Week”

·         Requested that funding be restored for the elementary and Secondary School Counseling Program and for All Programs that Support School Counselors

·         Requested that school counselors be included in No Child Left Behind School Professional Development Programs, based on counselor contributions to academic achievement.

·         Asked for the reauthorize of the Carl Perkins Career and Technical Education Act

I also attended a briefing on Capitol Hill for congressional staffers and APPI participants on School Safety.  The briefing focused on the role of the school counselor in school safety and crisis response.

 

Goal III:  To provide professional development opportunities, my committee will or as an MSCA Officer, I will:

 

Strategy:  Assist in the planning of the fall and spring conferences, assist in recruiting and scheduling presenters/keynotes for conferences, organize the MSCA Leadership Development Conference, and promote more participation from district past-presidents through timely communication and personal invitations.

 

Action: 

     1.  June 22-23, 2006:  Attended ASCA Delegate Assembly in Chicago, IL

·         The ASCA Delegate Assembly was called to order by ASCA President Barbara Blackburn at 1:00 p.m. on June 22, 2006 and was adjourned at 6:00 p.m. on June 23.  Charles Holt, Kristee Lorenz, and Anne Cook represented the Missouri School Counselor Association at the Delegate Assembly.  Dr. Lee Bunch was the alternate.  All fifty states, as well as the District of Columbia, were represented at Delegate Assembly.

·         A more detailed report concerning business conducted during the General Assembly was presented at the August Board meeting.

     2. September 8-10, 2006:  I organized and facilitated the 2006 MSCA Leadership Development Conference, which was held at the Best Western Capitol Plaza in Jefferson City.  We had 83 conference participants and 7 Exhibitors.

·         Friday, September 8 was set aside as a travel evening.   For those members choosing to drive in Friday evening, they were able to register for the conference and then we met for a pre-Leadership Conference dinner at Summit Lake Winery in Holts Summit.

·         Saturday, September 9-- This year we adopted a new format and officially began the conference Saturday morning.  After team building activities, I presented the Leadership Presentation “25 Ways to Win with People” based on John Maxwell’s book.  Following lunch we took a field trip to the MSCA Office where we enjoyed our Central Dairy Ice Cream Treat as we discussed the MSCA Structure Overview, reviewed the MSCA Strategic Plan and then participants had the opportunity to either meet with their Committee/Officer Chairperson or attend the Executive Director Update.  The evening concluded with dinner and a “Dive In” movie.

·         Sunday, September 10—The morning began with a reflection time where I shared excerpts from John Maxwell’s One Day At A Time.  This was followed by a very informative and exciting Advocacy Training presented by Dr. Lee Bunch and Dr. Sharon Sevier.  The conference was concluded with a Fall Conference update by President, Charles Holt.

4.      November 5, 2006:  As immediate Past-President, I organized and hosted the New Counselor

 Reception.  Approximately 75 new counselors attended the workshop.  New Counselors

 attending this reception received a “Don’t Miss This” checklist for the MSCA Fall Conference 2006 and a Critical Incident/Crisis Response Binder containing information currently being developed by a subcommittee of the State Writing Team.

5.      December 8-9, 2006:  Attended and participated in the 2006-07 Program Planning Committee .President-Elect Sharon Sevier led the committee in planning for the 2006-07 MSCA Fall Conference.

 

Goal IV:  To support ongoing research, my committee will or as an MSCA Officer, I will:

 

Strategy:  Collaborate with Counselor Educators to identify and conduct research studies and assist in collection of data.

 

Action: 

     1. July 21, 2006—I attended a meeting with Dr. Lapan, Dr. Gysbers, Dr. Stanley, and John Robbins to further discuss the statewide study on the impact of school counselors in the State of Missouri. The focus of this meeting was to determine the next step in this process.

 

Goal V:  To promote the use of the Missouri Comprehensive Guidance Program, my committee will or as an MSCA officer, I will:

 

Strategy:  Participate in resource review and development.

 

Action: 

     1. September 22-24, 2006:  Attended the 2006-07 State Writing Committee and participated on the School Wide Critical Incident/Crisis Response Team Sub-committee.  We developed a general guideline of procedures for school counselors to assist in the preparation for potential crisis situations in the school setting.

2.      February 2-4, 2007:  I attended the State Writing Committee in Columbia.  I will conclude working with the School Wide Critical Incident/Crisis Response Team Sub-committee, finalizing the guideline of Procedures for school counselors to follow in the event of a critical incident situation.  I began working with the Small Group Counseling Sub-committee, writing Group session plans for Small Group Counseling.

3.      April 27-29, 2007:  I attended the State Writing Committee in Jefferson City.  We worked to finalize our writing of session plans for Small Group Counseling at the Elementary level.

  

Goal VI:  To promote an effective organizational structure/policy, my committee will or as an MSCA officer, I will:

 

Strategy:  Attend and participate as a member of the Finance Committee in establishing a balanced fiscal budget for MSCA.  Facilitate the review of the MSCA Bylaws, Procedural Handbook and Strategic Plan.

 

Action: 

  1.   November 5, 2006: as the immediate Past-President, I assisted with the MSCA Bylaw review at the 2006 Delegate Assembly.  The Delegate Assembly voted to accept the Bylaws as proposed.

2.      February 16-18, 2007:  I attended the MSCA Finance Committee meeting at Tan-Tar-A.  I participated with the MSCA Finance Committee in establishing a balanced budget for the 2006- 2007 fiscal year.

 

 


 

PRESIDENT-ELECT’S ANNUAL REPORT

Dr. Shari Sevier

 

 

Goal I:  To coordinate MSCA goals with Missouri State education goals, my committee will or as an MSCA Officer, I will:

 

¨      Maintain email contact and/or newsletter articles to keep the membership informed of issues of concern to school counselors;

Strategy:

*Article on ASCA LDI was written for the fall newsletter.

*Article on NOSCA’s Legislative Conference was written and submitted to the winter newsletter.

*Article on the upcoming 2007 fall conference written for the spring newsletter.

*Represented MSCA on the Missouri Virtual School Advisory Board (2 year term).

 

Goal II:  To advocate the contributions of the profession of school counseling, my committee will or as an MSCA Officer, I will:

 

¨      Keep the membership of the organization apprised of state and national issues that affect school counselors and the children we serve;

¨      Attend ASCA Leadership Development Conference;

¨      Present a legislative training to participants of MSCA LDC in 2006;

¨      Maintain correspondence with national and state leaders and legislators about issues concerning school counselors;

¨      Continue to communicate with national and state legislators about issues of concern;

¨      Serve on appropriate state, state ed., and other committees;

¨      Attend ASCA’s Public Policy Institute in March, 2007.

 

Strategy:

*Represented MSCA at the NOSCA Legislative Symposium in Washington, DC in October, 2006.

*Attended ASCA LDI in July, 2006.

*Presented legislative training to MSCA LDC participants in September, 2006.

*Represented MSCA at the MO-VIP Advisory Council (serving a 2 year term).

*Represented MSCA at the Graduation Handbook Committee meeting in October, 2006.

*Participated in DESE’s project for award for program excellence.

*Participated in DESE’s responsive services project.

*Represented MSCA on the Mental Health Early Access Committee.

*Attended ASCA’s APPI in March.

*Communication with Rep. Cunningham, Thomson, Baker on issues of concern to school counselors.  Also communicated with aides to Sen. Bond and McCaskill, Rep. Akin and Emerson.

*Will represent MSCA at ASCA's Delegate Assembly in Denver, 2007.

*Will represent MSCA at ASCA's National Conference in Denver, 2007.

 

Goal III:  To provide professional development opportunities, my committee will or as an MSCA Officer, I will:

 

¨      Act as a reference person for those with questions regarding MSCA and ASCA;

¨      Provide advocacy training for MSCA members of LDC;

¨      Present, as invited, at MSCA district meetings;

¨      Complete the planning for the Fall 2008 MSCA Annual Conference, seeking high quality keynote speakers and recruiting talented workshop presenters.

 

Strategy: 

*Responded to questions and issues pertaining to MSCA from various sources.

*Provided advocacy training to MSCA LDC members in September, 2006.

*Began scheduling presentations at MSCA district meetings.

*Completed the Program Committee for 2007 (shared at the November governing board).

*Facilitated over the Program Committee for 2007 meeting in December, 2006 and March, 2007.

*Contracted with Rachel Simmons and Coach Jim Ellis as keynote speakers for the Fall 2007 conference.

*Facilitated the program slotting meeting with the level vice-presidents for the Fall 2007 conference.

*Named Ruth Ann Clark to MOACTE's Professional Development Committee.

 

Goal IV:  To support ongoing research, my committee will or as an MSCA Officer, I will:

 

Strategy:

*Have assigned Dr. Bragg Stanley to be in charge of the above-mentioned poster session.

*Have provided feedback to Dr. Norman Gysbers regarding his most recent research and article on school counseling.

*Presented at the State Board of Education regarding Dr. Gysbers’ research article.

 

Goal V:  To promote the use of the Missouri Comprehensive Guidance Program, my committee will or as an MSCA officer, I will:

 

Strategy: 

*Attended the Responsive Services writing team meetings in throughout 2006-07.

*Attended the Counselor Educator meeting in April, 2007.

 

Goal VI:  To promote an effective organizational structure/policy, my committee will or as an MSCA officer, I will:

 

¨      Promptly notify the governing board and membership of concerns;

¨      Prepare updates and governing board reports that keep the membership informed;

¨      Provide clear suggestions for the membership as we advocate for our students and our profession;

¨      Maintain a good working relationship with the Guidance and Placement Division of DESE.

Strategy:  Work with DESE liaison to crosswalk the Missouri State Education Goals with MSCA goals

Goal II:  To advocate the contributions of the profession of school counseling, as Executive Director, I will:

 

Strategy:  Communicate the role and programs of the professional school counselor to identified publics.

 

Action:

o        July 24-27, 2006 – MO ACTE Summer Conference (Attended Diversity Action Committee Meeting and reviewed Diversity Action Award; participated in a panel presentation on the Standardized Transcript with Sandy White and John Robbins; Presented carousel session on Operation Military Kids with John Robbins;)

o        May 14, 2007 – Presented President’s Scholarship to Derby Ridge Elementary School, Columbia, in recognition of MSCA president Anne Cook;

 

      Strategy:  Support a public relations program that promotes school counseling and the professional identity of school counselors and take every opportunity given to advocate for the profession of school counseling

o        September 22 – Missouri School/College Relations Commission (MSCRC) Meeting (Resolved problem regarding the College Day/Night Schedule which is now posted on our website; discussed state board’s decision not to use the Act as the state test; asked to serve as president-elect;)

o        September 25-26 – Missouri Advisory Council of Certification for Educators (MACCE) Meeting (Dr. King addressed group regarding the High Objective Uniform State Standard of Evaluation (HOUSSE) form needed to satisfy the federal Department of Education’s definition of “highly qualified” teacher, which mainly applies to those certified prior to 1988--no Praxis)

o        September 27 - Council for Adolescent and School Health (CASH) Meeting (Discussed Youth Risk Behavior Survey (YRBS) Data Kevin.Miller@dese.mo.gov; discussed ideas for Fact Sheets (Adolescent Briefs)

o        October 5-6 – Missouri Counselor Educators (Provided membership forms and conference registration forms to counselor educators for themselves and their students; addressed the benefits of membership; worked on article about the history of the MO Counselor Educators Committee;  discussed the relationship between the counselor educators (those educating counselors), MSCA (the professional organization serving counselors), and the guidance division at DESE working together to address issues relevant to the school counseling profession and how it is unique in the nation; discussed MOSTEP standards revision and responded unanimously with letter to DESE officials regarding same; update on GLEs, IIR, State Award Program and PROBE;)

o        October 12 – Missouri Association for Community Action (Established partnership with MACA; Attended presentation by Dr. Donna Beegle—See Poverty, Be the Difference;)
